Superveillance as a Liquidity Enclosure.
Consensus treats the recent intensification of banking surveillance as a security measure. It is actually a liquidity enclosure. By elevating terrorism financing to a supervisory priority, the Central Bank has created a compliance moat that protects slow, legacy incumbents while strangling high-velocity fintechs.
This creates a terminal paradox for the regulator. As formal surveillance intensifies, the most valuable capital does not become more transparent. It migrates into shadow banking and informal settlement networks. The state is trading long term visibility for short term control.
For the investor, the risk is no longer just market volatility. It is the sudden freezing of high-velocity accounts that now serve as high-probability targets for regulatory signaling. When velocity is treated as a red flag, the only safe capital is stagnant capital.
