Institutional Stability and the Death of Paper.
Splitbox Journal • Prediction Log
WAEC has appointed Suleiman Kum to lead its Nigeria office. Kum is a 26-year veteran of the Council. His expertise is in Variable Data Printing and security features. This is the Institutional Memory Trap in action.
Promoting a printing specialist to lead a digital transition creates a cultural immune response. The Council is attempting to move toward Computer-Based Testing while led by a master of physical ink. This ensures stability but guarantees friction.
I predict that by 2029, the Council will face an irrelevance crisis. Physical integrity is no longer a proxy for data finality. If the transition to digital testing fails, the market will apply a Governance Discount to all regional human capital data.
Reliability is the only product a certification body sells. Stability must not become a hedge against necessary obsolescence.
