Reform Velocity and the Physical Seat.

In a centralized state, the working vacation is a fiction. Physical absence is not a pause in governance. It is a functional bottleneck that stalls structural reform.
President Bola Ahmed Tinubu has extended his stay in Europe. For investors, the return date is less important than the administrative silence left in his wake. This silence is a specific cost.
Foreign direct investment requires visible executive presence to maintain momentum. Policy content matters less than the perceived authority to execute it. When the seat is empty, the machinery of the state defaults to inertia.
Institutional allocators must discount short-term projections dependent on federal intervention. Increase the risk premium on deals requiring immediate signatures. If the executive is not present, the reform does not exist.
