Liquidity is a poor substitute for institutional expertise.
President Bola Tinubu authorized the disbursement of the 700 million dollar Cabotage Vessel Financing Fund. This ends twenty years of administrative stagnation. The transition from dormant capital to productive infrastructure now rests on the technical competence of twelve Primary Lending Institutions.
Consensus assumes the bottleneck was access to capital. The real bottleneck is the lack of a technical underwriting framework for maritime assets in Nigerian banking. A bank must move beyond general corporate lending to specialized asset evaluation. This requires credit officers who understand vessel depreciation and the second-hand market for specialized hulls.
Institutional memory regarding maritime lending has evaporated. The twelve banks likely lack the talent to value vessels as collateral. Without these specific skill sets, the capital defaults into scrap value arbitrage. Disciplined allocators must watch how these banks manage maritime exposures. Look for those who internalize technical vessel management instead of relying on generic collateral.
If banks fail to price the unique risks of the blue economy, this injection creates a new cycle of non-performing loans. The fund fails when capital is treated as a political stimulus. It only succeeds as a commercial debt facility requiring rigorous technical governance. Evaluate the credit-risk frameworks of the twelve banks to identify which are most exposed to maritime volatility.
Underwriting is not an administrative act. It is a technical defense against the depreciation of specialized steel.
